Can be applied on top of any base. For epoxy tumblers, Sprinkle on to wet epoxy, or mix in epoxy then apply. 

Applied on top of tacky black spray paint or epoxy use a makeup silicone brush for a more mirrored. 

*the second batch is a bit darker blue than the first but they still create the same effects.
